Senior Economic Recovery & Development Officer – Team Lead

About the role

The International Rescue Committee is seeking a senior professional to lead the design and delivery of cash‑and‑voucher assistance, livelihoods, and broader economic recovery programmes. Reporting to the ERD Manager, you will guide field teams, ensure compliance with donor and safeguarding standards, and drive high‑quality outcomes for vulnerable communities.

Key responsibilities

• Lead field implementation of Cash and Voucher Assistance (CVA), small‑business grants, vocational training, agriculture and livestock activities.
• Oversee beneficiary registration, verification, distribution and documentation, ensuring alignment with donor requirements and safeguarding policies.
• Conduct regular field visits, joint monitoring with MEAL staff, and compile feedback for programme improvement.
• Facilitate community mobilisation, conduct CFRM, safeguarding and accountability awareness sessions.
• Provide technical training on financial literacy, agriculture and livestock topics.
• Plan, schedule and coordinate field activities, serving as the primary focal point for the assigned location.

Required profile

• Proven experience in economic recovery, cash‑and‑voucher assistance, and livelihoods programming.
• Strong field‑based monitoring and reporting skills.
• Ability to lead teams, coordinate with multiple stakeholders and ensure compliance with donor and safeguarding standards.
• Excellent communication and community‑engagement capabilities.
