Donor Engagement Consultant

About the role

The International Rescue Committee (IRC) seeks a Donor Engagement Consultant to conduct in‑depth research on the Korea International Cooperation Agency (KOICA). The consultant will analyze KOICA’s funding priorities, mechanisms, and geographic focus to advise IRC on whether to pursue KOICA as a new donor or discontinue engagement.

Key responsibilities

• Perform desk research and gather publicly available intelligence on KOICA.
• Design and conduct key informant interviews with KOICA officials and implementing partners.
• Map KOICA’s geographic and technical priorities, especially in humanitarian assistance, health, education, climate resilience, economic growth and protection.
• Analyze KOICA’s funding mechanisms (grants, contracts, in‑kind, volunteers, etc.) and decision‑making processes.
• Produce a comprehensive report with evidence‑based recommendations for IRC leadership.
• Present findings to IRC teams at headquarters and in the Republic of Korea.

Required profile

• Proven experience in donor research, international development, or humanitarian funding analysis.
• Familiarity with major development donors, preferably KOICA or similar agencies.
• Strong analytical, writing, and presentation skills.
• Ability to work collaboratively with IRC staff in multiple locations.

Required skills
